The decision

Use a retirement checklist that covers every dependent system. The organisation's authorised team should decide disposal and retention arrangements; the register should record those decisions.

Rehearse this before accepting the change

Attempt to allocate a retired fictional asset; the system should explain why it is unavailable.

Use fictional examples and an authorised test environment. Record what happened, the evidence you inspected and any issue that still needs a responsible owner.

Choose a useful measure

Track retired assets still appearing in active operational lists.

Agree the definition and baseline with the team doing the work. Review the result over a comparable period and note other changes that could affect it.
