Verify delivery and responsibility separately from detection. Ask the operational owner who is expected to act, during which coverage periods and through which approved channel. Send a harmless test alert and confirm receipt by the actual responsible person, including the escalation route for absence. Keep the monitor's message specific enough to identify the failing public resource, so the recipient can begin action without searching through an unrelated dashboard first.
