Make Enter follow the intended form action

Pressing Enter in a form can unexpectedly trigger a secondary button, skip a review step or submit before the visitor is ready. Keyboard users encounter a different journey from touch users.

Agree the expected Enter behaviour for single-line fields, multiline messages and the final submission stage.
